Name of animated movie

I believe it was a movie because when I was little I was only able to see it once. It was not animé. I believe the main character was a boy (not sure) who was lost and entered different worlds. He entered the letter world where only letters where allowed to be used - no numbers. And then he went to the number world where only numbers where allowed to use - no letters. the people who lived in the number world was against the people in letter world. I do remember a traffic light somewhere but I really have no idea. Thanks!!

Mmm . . . I'm still going with Grampy, unless it was an animated segment of Sesame Street or something like that.
I suspect this might be a conflation or two or more memories. That happens a lot.

I actually found it. It's The Phantom Tollbooth!!! Supposedly the DVD version would come out this year... Would love to watch again!

Norton Juster meets Chuck Jones! I never would've guessed. I guess it's been too many years since I've seen it, too.
