Don;
Naturally seen the article on Filmation's Web Woman. (Name probably chosen to avoid lawsuit from Marvel.) Web Woman's appearance on TV may have lead to the original creation of Jessica Drew/Spider-Woman. But after Marvel decided to "depower" Drew, what lead to the creation of Julia Carpenter/Spider-Woman, and, the "repowering" of Jessica Drew?

Who knows? De-powering, killing off and otherwise mistreating female characters is just what Marvel does. (See Sun Girl.) I don't want to issue a blanket statement that their creative personnel are a bunch of adolescent boys, but some of them definitely act that way.
Maybe they created Julia Carpenter just so they could humiliate her. What did they do with her?

Don;
According to the Marvel database "wiki," Julia Carpenter was also "repowered," worked as a "double agent" while with Tony Stark during the Marvel Civil War story line, and, is now employed by the Canadian government as a trainer of young super powered Canadian agents.
In other words, Marvel probably has some kind of future plans for her, so she's on "ice" for the time being.

It's probably just me, but as I see it, working with Tony Stark in connection with the "Civil War" event is every bit as bad a trashing of the character as de-powering her. Looks like I guessed right.
